Unless Obama declares a national emergency, it will take congress 6 months to enact anything. I HATE g w bush with a passion. He is a lying bastard. But the current date (2/17/09) was an act of congress. Blame a weak congress, They even extended the deadline. Clinton was a great man. He got congress to set a deadline. It takes an act of congress to change it.
