If the purpose of time code is to provide frame accurate timing to sync multiple video sources or to sync audio and video, I doubt your approach would be very useful. The ratio is 1.000/1.001. Dropping one frame out of 1001 would seem to answer your question, but you'd be in sync no more than 30 frames out of 1001.
