 No disagreement from this end. The ATSC document is simply a guideline 
suggesting certain minimum performance criteia to aid in DTV receiver design 
and it makes no attempt to specify implementation or how such a product 
should be tested. In the case of multipath performance, it does offer a 
number of field captures for use in developing /testing equalizers, if one 
chooses to utilize them. A wide variety of receiver designs, with widely 
varying degrees of performance, could be ATSC compliant(wrong word). A 
problem identified by ATI, in the press release, is that there is no way for 
a consumer to know that a receiver meets even the ATSC's minimal 
performance.

On the other hand, we do know where to performance test DTV receiver designs 
under tough real world conditions and the 5th Gen receiver has established 
the current benchmark for such testing.
