Opt-in is already in service in other parts of the world, and thriving. I
remember standing at NCTA in '99 demonstrating this exact concept as
product. The USA is just a bit backward sometimes...

That problem was solved for a euro broadcaster via custom point and click
windows app that lets the spot/ad staff or agencies type in a few lines of
text -- the output is XML data defining the ITV ad which can be parsed and
prepped without any other modification at the broadcaster. I'd say just the
fact that all this work went into the application is an indicator that
spot/ad agencies won't take on this burden without the right tools at hand.
