So are TVs taking that much of the overall electrical draw in California that they need to regulate it? If so, I would suggest Californian's should get a life and get out there and do something besides sit in front of a TV! Much of California's population enjoys some of the nicest weather, best destinations and most enjoyable entertainment that can be had in the world. Shame to waste it.

Or is this just a political thing?

It's what I call 'pseudo-action'.

This is what large governmental bodies do to make it appear they are doing their jobs and earning their pay, when in actuallity, they are simply doing something that 'gives the appearance' to the public of doing something good or useful when in fact it is not.
