Could be. Though I think they are planning to bring out another (digital?) channel on channel 9. They are supposedly negotiating to become the local NBC affiliate.
But I wonder how many stations will consider things like this? The reasoning would be they are about to turn off an analog channel anyway and so they have a spare transmitter if they can get some use of it approved.
