There was nothing to prevent this and in many cases this has already happened. 
But the ruling may now allow an ISP to cut a colocation deal with the CDN that 
Netflix uses, and refuse to do the same for another CDN.

In other discussions we already established that it will be expensive to 
upgrade various components of the Internet to offer a viable alternative to the 
MVPDs and broadcasters.

The question is not whether these investments will be made, but rather, can 
advantaged businesses or others with deep pockets use these investments to 
maintain or gain control of yet another critical oligopoly service.
