Perhaps, Craig, it is a matter of semantics.

The ability to pack the TV bands was the direct result of moving to digital modulation, where there are (in theory anyway - I hear you Doug Lung...) fewer taboo channels, and more tolerance of interference before it becomes noticeable.

This does (again, in theory) open up more white space for other uses, even as the overall television band is reduced.

The expanded access to airwaves offers a solution. The unused bands of spectrum were generated by the conversion of television signals from analog to digital. Because digital transmission uses a smaller slice of spectrum, more "white space" was freed up around each broadcast signal. It is those white spaces that the F.C.C. is now seeking to put to use.

I thought someone might comment on this misleading statement from the story I posted yesterday.

Clearly the author does not have a clue about the history of the "White Spaces," or what effect the DTV transition had (will have) on their use.
