Your question was how come broadcasters in the UK pay millions to Freeview to carry their content, whereas broadcasters in the US expect payment from the cable companies to carry their content. As to government regulation, you will have to do a lot of mental gymnastics to prove that govt regulation of TV is more here than it is in Europe.
