This was always the case for MVPD service too. And it tends to be true in 
neighborhoods, even with single family homes. You don't get any choice to speak 
of. So, it's not very likely that the situation can change.

If the apartments are rentals, the owner will not likely foot the bill to 
install multiple MVPD/ISP networks. If the apartments are condos, the owners 
wouldn't want to either. And if the ISPs decide to install the infrastructure 
on their own penny, they will want to see a fair ROI. The only thing the FCC 
can do is to make sure there are no rules or bylaws that PREVENT multiple 
providers from playing.
