The first and second are not imposed by ATSC. No one is forcing ATSC to use 59.94, except for equipment manufacturers. So for example, it would far simpler to remove the 59.94 OPTION from ATSC, than it would be to create a whole new standard that doesn't support it. The third reason doesn't make any sense.
