And they (ATSC) fully support 60 Hz and progressive modes.

If broadcasters/networks want to eliminate interlaced and 59.94 fps, by far the 
easiest approach, *as far as standards are concerned*, is to strike them out of 
ATSC, and leave the rest as is! You can do this with the mere stroke of a pen.

Changing out the actual hardware, to eliminate 59.94 and progressive, becomes 
far easier to do this way, than by rewriting a whole new standard. Because the 
transitional period is a snap. As opposed to being a mess.
