Tests consistently show a desire for higher peak brightness (even if
that's achieved without increased luminance). I don't know whether
anyone has actually tested for dynamic range at constant peak luminance.

Very interesting! So now I'm confused. Do people actually want HDR, or are they wowing
over HDR to SDR conversion. From your presentation, including the CALM-type
considerations, what is "the best bang for the bit" appears to me to be HDR to
SDR conversion.
It's the same problem that plagues audio. We all want high dynamic range, but
of we're interested in retaining our hearing, it's not practical. We're hardly
ever in an environment that can do justice to high dynamic range, safely, with
audio.
