That's true, and even in cities with no low VHF, they will probably have
low VHF antennas. However, most folks in most cities with high VHF stations
will get them fine with UHF only antennas. Note that I said cities, not 
far rural.
Our local Ch. 9 DTV station recently appeared, and at 23 miles from
town it gives huge signals on all UHF antennas which do have "unterminated"
dipoles, such as Radio Shack double bowties. I do not get a big signal
from a cut-to-channel UHF Yagi with a "300 ohm style" driven element that
is of course essentially a short at VHF, though it still does barely work.
