[opendtv] Tentative Channel Elections

The FCC has tentatively designated final DTV channels for "1,713" (actually
1,712, since one second round station is included) full power TV stations.

Absent highly unusual circumstances these stations now have their final
channels.
The count is:
(48) Low VHF
(418) High VHF
(1,246) UHF
