While it is not practical to have one-size-fit-all, a few sizes may be sufficient. Apple's iTunes SD content is now 360P while it's HD content is 720P. 360P is the resolution of the screen on an iPhone. It looks fine upscaled to my 50" DLP display.

My bad. The iPhone is 480 x 320 at 163 dpi.

Apple states that SD movies are now encoded using the full 720 horizontal samples for all aspect ratios; the source can be up to 480 lines but is typically less, as most movies are 1.85:1 or wider. They also state that the horizontal samples use an anamorphic squeeze to fully utilize the 720 samples per line. The letterbox areas are not encoded so the average number of lines is probably closer to 360.
