Ther are people on the staff whose job it is to deal with this - the 
traffic department deals with scheduling issues days, even weeks in 
advance. Traffic systems can output air schedules with little himan 
intervention, and this data is there to be mined by the computer that 
generates PSIP.

With most stations now integrating the traffic functions with on air 
operations via automation systems, generation of PSIP should be 
automatic - no human intervention required, other than the real-time 
changes that on air operations must deal with on occasion.

This is a lame excuse. The real reason is that hardly anyone is 
watching the DTV channels...

I'll bet most stations monitor the EPGs of the local cable systems 
that deliver their programming.
