It does not work at all for many people who can easily receive NTSC 
broadcasts. And for many people it will take a complex antenna 
configuration or an Active antenna design to capture all local 
stations due to the geographic distribution of transmitters in a 
market.

NTSC can easily be received by low complexity receivers costing less 
than $20. The royalties on ATSC are at least that high. Portability 
is easy to achieve with NTSC receivers; it is highly problematic for 
ATSC receivers.
