John nailed it. Crank the shutter up too fast and you will see motion
discontinuities.
The good news is that with 720P you do not have to blur as much. The
individual frames from 720@60P are much sharper than either
interlaced SDTV or HDTV since you are sampling the entire frame at
full vertical resolution, not half. I suspect that the 720P cameras
are being run either at 1/60th/sec or slightly higher, perhaps
120th/sec, but not any higher.
