The Internet core networks and last mile had been increasing in capacity from day 1. Eventually, starting in the mid 1990s, they had acquired enough capacity for streaming audio, and for carrying an increasing amount of telephone traffic too. It was a no-brainer that they'd eventually get up to TV speeds. I'm not sure why you're so insistent that MVPDs can ignore this. At least, that's how you sound to me.
