For now, no. I have to have full access to the server, both FTP and possibly
shell level access. This is because I will be modifying the MySQL tables
directly in some cases, and using cron and other command line tools for
backup and troubleshooting.

That level of access (FTP, shell, and cron) can be arranged. :)

Once I have a working version, and have coded the lwoac admin panel to
handle direct DB access (instead of using the MyPHPAdmin and other tools) I
will no longer need direct server access, and at that point the whole forum
and Lwoac program can be tarballed and moved to the PA server.

That's fine. You may want to consider the possiblity of annoying bugs arising during the transition between hosting environment.

I currently have Brown (Raul) from Proyecto helping me setup PHPbb (since
that's what the spanish side runs for the forum), and he has full admin
access. Once you (Jon) create an account there, I will also give you full
admin access.

Done. My username is (uncreatively) jonblake.

I won't be doing the rest of the coding until later (my move is only a few
days away now), so I am taking this time to try and get the PHPbb board
setup. It's easier and less stressfull than coding :)

Best of luck with your move.
