[projectaon] Progress Charts and Translation offers.

We seem to be getting a fresh influx of helpful offers regarding translations
and scanning, etc.
Regarding the scanning of old books, since most of the work has already been
done, I've created a new page on the PA website which hopefully clarifies
things:

I think it's up-to-date, but feel free to edit the content if it is incorrect.
I've also added a link to this page from FAQ entry 11, "When is the next book
going to be published?".
As for the translation offers, perhaps it's worth somehow adding a link to the
relevant FAQ entry (7) on the front page, or maybe the start page of each of
the languages? Also, do we currently keep a list of people offering assistance
(should be get permission in the future)?
