Or the Steelers and Dolphins could win out and the Chargers lose
out. I believe that would give everyone who didn't win a division 9
losses except the Steelers, Dolphins, and Ravens. Or the Chargers
and Dolphins both lose out and either the Patriots lose to the Bills
or the Jets lose to Seattle (or both, in which case the Steelers get
the sixth seed). Oh, and your scenario doesn't need anything from
the Titans because they play the Jaguars in week 18 and the loser of
that game will have 9 losses.
The key is there can only be at most one other team with 8 losses,
because they all hold the tiebreaker over the Steelers.
