Does this mean that an OL lined up as a TE would no longer have to
report as eligible? Isn't this going to be a nightmare for officials
trying to figure out if there's an ineligible receiver downfield?

Agreed. I hate it. Have individual exceptions for players on teams who have retired a bunch of numbers in the certain ranges, but this free for all just makes it confusing.
