I think you got it backwards. I think the Steelers value him more than
any other team would, meaning they don't think they can get a great
return in a trade. I actually think they could get a greater return on
Haskins, especially if some QB gets hurt and a team needs someone now.
To the Steelers, Mason is worth more, but to another team that could be
reversed.

But if they DO realize that, they look a Mason and think they can get a great return on a guy they don't totally believe in.

Maybe you're not taking into consideration that the Steelers won
games with Duck freakin' Hodges at QB the year Mason played and
he's shown nothing besides the ability to throw an accurate pass
when there's no pressure on him whatsoever. So far. That means
when it's time to re-up next year there's no guarantee whether he
will play or if he will be any good, making his value on the open
market much lower than his value to the team, and there's a chance
that may still be the case next year. It would be nice to have a
starting QB for a few years without being financially strapped
with a big contract. Right now Mason's price/value ratio is
better for the team than either Haskins or Dobbs, so it's not
worth even considering a trade.

I don't know if this has any basis in fact, buuuuuut...
Ben is the cornerstone. That's a given. Rudolph could,
conceivably, be pissed off and thinking "Jesus, am I going to get
my damned shot or what??" Haskins is happy that an esteemed
organization has taken a chance on him and is going to give
everything his all (best case scenario). Dobbs could find work
elsewhere and he knows it. He's cool. So...
One of these things is not like the others. Maybe (cue rampant
speculation) Mason sees the Steelers keeping Ben for at LEAST
another year, putting his shot off another 365. Then they take a
flyer on Haskins. Mason understandably thinks "great, I'm gonna
have to sing for my supper AGAIN". In view of this, maybe Mason is
fed up and says "look, I'm out, just trade me. I want to play."
Whether or not the team sees this, they look at the situation and
think "we GOT Ben; we're gambling on Haskins; and we can have
Dobbs for a song. And if we DO that, we got Rudolph, who we can
get a pretty good return on in a trade."
The team seems to be in the driver's seat with these four on the
payroll. What am I not taking into consideration?

Vince coming back is huge, lessens the need for them to find a
partner for Bush as well in the top half of the draft.
Dobbs coming back is interesting, they now have 4 QB’s in the
room, with Haskins as the low risk / high reward outsider.
