Maybe you're not taking into consideration that the Steelers won games with Duck freakin' Hodges at QB the year Mason played and he's shown nothing besides the ability to throw an accurate pass when there's no pressure on him whatsoever.  So far.  That means when it's time to re-up next year there's no guarantee whether he will play or if he will be any good, making his value on the open market much lower than his value to the team, and there's a chance that may still be the case next year.  It would be nice to have a starting QB for a few years without being financially strapped with a big contract.  Right now Mason's price/value ratio is better for the team than either Haskins or Dobbs, so it's not worth even considering a trade.

Ben is the cornerstone. That's a given. Rudolph could, conceivably, be pissed off and thinking "Jesus, am I going to get my damned shot or what??" One of these things is not like the others. Maybe (cue rampant speculation) Mason sees the Steelers keeping Ben for at LEAST another year, putting his shot off another 365. Then they take a flyer on Haskins. Mason understandably thinks "great, I'm gonna have to sing for my supper AGAIN". In view of this, maybe Mason is fed up and says "look, I'm out, just trade me. I want to play."

Whether or not the team sees this, they look at the situation and think "we GOT Ben; we're gambling on Haskins; and we can have Dobbs for a song. And if we DO that, we got Rudolph, who we can get a pretty good return on in a trade."

The team seems to be in the driver's seat with these four on the payroll. What am I not taking into consideration?
