I agree with you, Barry. Agencies seem to prefer PDF for all documents. I suppose it guarantees that the layout is unchanged when it leaves them and appears on the target OS. I wonder how we might change the Local Auths to see it our way? Any ideas? That would give far and away the widest spectrum accessibility that is practical today. (They may say they don't have the technical capability or technical staff to do this: but that's exactly how they got into the problem in the first place. It is not any easier to do this with Word or PDF - it just seems more "familiar" to them, but they clearly lack the skills there also. If they are in the business of interacting with the public via forms at all, then they need to be in the business of interacting via accessible forms: which means they have to acquire or upskill staff with the necessary skills - so that might as well be "accessible HTML form" skills rather than "accessible Word or PDF form" skills because they will then get a good deal more bang for the bucks they will have to spend anyway...)
