Hi Cearbhall - This is probably not what the council or Arts office want to hear, but the "right" way to do this is to use HTML forms (conforming, of course, to the applicable HTML accessibility guidelines). That would give far and away the widest spectrum accessibility that is practical today. (They may say they don't have the technical capability or technical staff to do this: but that's exactly how they got into the problem in the first place. It is not any easier to do this with Word or PDF - it just seems more "familiar" to them, but they clearly lack the skills there also. If they are in the business of interacting with the public via forms at all, then they need to be in the business of interacting via accessible forms: which means they have to acquire or upskill staff with the necessary skills - so that might as well be "accessible HTML form" skills rather than "accessible Word or PDF form" skills because they will then get a good deal more bang for the bucks they will have to spend anyway...)
