Hi Paul,
 
The hotmail servers are identifying you as a potential spammer. It may be
that one of the hotmail addresses you are sending out to is belonging to
someone who has already been identified as a spammer and is confusing you
and your distribution list. If you were to send a message to each one of
these email addresses connected to hotmail and they go through then  that
might work for you.

Hi all.
 
I've recently begun sending emails to multiple recipients, something I never
had to do much before.  When I sent an email to about 20 recipients, 6 of
which were hotmail.com addresses, I was notified that one hotmail message
was relayed, and one delayed.  No account of the other 4.  When I re-sent
the delayed email, it once again came back as delayed but with the following
annoying message at the end.
 
421 RP-001 The mail server IP connecting to Windows Live Hotmail server has
exceeded the rate limit allowed. Reason for rate limitation is related to
IP/domain reputation problems. If you are not an email/network admin please
contact your E-mail/Internet Service Provider for help. Email/network
admins, please visit http://postmaster.live.com
<http://postmaster.live.com/>  for email delivery information and support
 
Also, I now know that the other 4 hotmail address emails from my initial
effort were never delivered.
Any ideas as to what's going on?  To anticipate the question, the addresses
I've used are correct.
