That was exactly my problem, I was using the home button with touch ID.
Using the side button speaks the time nicely.

Tim,
Are you unlocking with the side button or the home button?
It kind of sounds like you’re pressing the Home button, and thus unlocking
the phone with TouchID and going to the home screen, which will not focus on
the clock.
If you press the side button it’ll stay on the lock screen and should focus
on the clock.

Not sure if anybody else have noticed this.
I've recently upgraded to the iPhone 8 running iOS 11.1.
When I unlock the phone with the home button Voiceover doesn't focus
on the clock.
Actually occasionally it appears to focus on it but as it reads the
time it is interrupted midstream as focus appears to move to the
first control at the top left of the screen.
Most of the rest of the time it doesn't focus on the clock at all.
Not sure if this is an issue with the iPhone 8 or iOS 11, but just
wondered if others have experienced anything similar.
