Check out Shopify - it is a pretty good eCommerce solution and is cheap.
It is light (it lives in the cloud so no need for expensive hosting or
maintenance), and the payment gateway options are varied. You won't have to
go to a typical hosting company like BlackNight to host your solution; the
whole Shopify solution will live on the Shopify platform.
For someone who knows what they are doing (i.e. an eCommerce developer), it
can be straight forward to build quality solutions based on the utilisation
of predefined Shopify modules. This means the level of customisation to
personalise etc is not complex; you get the functional framework out of the
box on which you can hang your branding.
In relation to a percentage of sales, the payment gateway (things like
Realex etc) typically take a cut of each transaction - it is business after
all and you are paying to use their service. A web or eCommerce developer
typically would not take a cut of sales; they'd generally ask for an initial
development fee, and an ongoing maintenance/support deal if that is what you
want. It is generally quite transparent as the concept of hiring people to
construct eCommerce solutions is very mature nowadays. The payment gateway
engagement will be clear too; they are up front about what percentage of
each transaction they'll want. Typically, eCommerce providers will ask you
to handle the engagement with the payment gateway provider (in effect
establishing you as the merchant), so the moving parts are somewhat discrete
in terms of management.
Another option of course is for your friend to build his own ecommerce
solution using shopify. It is designed to be straight forward enough (not
that I have ever attempted it!). Regardless though, he will need to probably
implement a payment gateway to process his financials, unless he wants to
build his own. which is completely unrealistic.

You mentioned previously that you had dealt with black knight web services
and found them good. A friend of mine is interested in setting up a retail
website and has been shopping around and has got ridiculous prices from the
guy who thinks he knows it all to the professionals who want 10k. I would
imagine that the main content being a retail website is the fact that there
will have to be a linked catalogue of price listts in relation to products,
a search engine marker for the website so that it will appear in optimium
searches by consumers and a payment system. If you know of any individuals
who have experienced a similar situation I'd be grateful for any info. Some
of the web developers who offer to provide a billing system actually want a
percentage for providing the billing system from the turnover, I supose this
is expected but one would have thought an annual service fee would have been
more to the point, although they would have lost out in the event that the
sales got quite big.
