That's a Roger TC. I find Microsoft Sam to be pretty ok, especially for a free be! He speaks quite slowly, and sounds like he's only had about eight pints or so... And if I can understand you and Dalton after twelve scoops, I can understand old Sammy boy well enough. However, the speech rate you can't change is that used for navigating the menus. This is pre recorded. It will therefore be necessary to speed up the rate of speech. Note that simply changing the rate of speech within the "Control Panel" is not sufficient to achieve this process. - Locate the folder on the computer's hard disk containing the Voicebox files. - Find the file entitled "Voiceboxutils.vbs". - Activate the Context Menu for this file by pressing the Context Menu keystroke or Shift+F10. - Select the "Edit" menu item and press Enter. The file opens in Notepad. - Locate the line entitled "spkr.Rate = 1". - Change the value of 1 to a higher rate, for example 5 or 10. Experimentation will be required to gain a speech rate which is acceptable to you. - Save the file, then run the Voicebox utility in the usual way. Achieve this, and you've sorted your Voicebox issue, and you've also become a Visual Basic programmer - yayyyy! Note that the longer you hold it the fast the rate of movement gets. The voices are pre recorded, so if you want slower voices you will need to download a different voice file.
