The following is taken from the above website
If you are registered with the 195 service or you receive your BT phone bill
in alternative media you can use the 1471-3 service. This means that you will
not be charged for pressing button number 3 to ring back the last person that
called you when you use BT Answer 1471. If you think you should be getting this
service free of charge please ring 195 to check
