rnib doesn't use dot 4 in it's publications.

I don't feel quite so stupid now for not being able to find out! In one 
braille primer is says do4 + "the" sign and on the braille authority 
computer language page it says just "the" sign for @.

  Well my colleague has decided to put dot 4 + the, but explain to the 
recipient in case aren't sure what it is (many of them are not computer 
users, but we are doing some transcription and need to put everything in).
