Why can't this use the beacons as a first call, and use gps if the
beacons can't be reached? Even if it only provides 15 metres of
accuracy, it's better than absolutely no accuracy. After all, if
you're 15 metres away from somewhere you wanted to get to, any sighted
person passing would be able to see it.
