I fear you are spot on there.  A local innovation company tried setting up a
similar system in my area, but the Council pleaded poverty and didn't want
to know.

Thanks for the link.  But can you imagine local authorities doing anything
in this regard with austerity being what it is?  Sorry to sound cynical, but
I can't see it getting off the ground.
