Your understanding of the reply and reply to all seems ok to me. The confusion arrises because the list is set up to send replies to the list. The list software then forwards them on to the list of subscribers. It can also be set up to send replies that are sent directly to the individual who sent the initial post. All the emails you receive from accessuk have been forwarded on from the original sender by the list software and you did not get them from the sender directly. As far as I understand, reply is supposed to reply to the user to sent a message, where as reply to all is supposed to send a message to everyone in the CC list. On this list, if for example Chris sent a message, naturally I'd assume that the reply option would send an e-mail to him personally, where as the reply to all option would send a message to the entire list, but both commands seem to do the same here.
