hi, don't forget that many legitimate companies withhold their number too.

I work for the BBC and am always rather fed up when I call somebody and can't get hold of them because they have this 'reject withheld number' option on their phone. Very annoying.

I suspect many businesses withhold their number.

and must have his number permanently withheld too

The problem with caller id is that most of the companies that do cold
calling withhold their number so it is impossible to differentiate between
them and friends/family who are ex-directory.

But if none has "Anonymous Call Reject" this stops almost all the junk calls.

As for friends and family that are who are ex-directory, "Anonymous Call
Reject"  doesn't block calls based on whether caller is ex-directory.
It  only blocks calls based on whether caller has withheld number,
either by using 141 or having Permanent Number Withhold.

Being ex-directly doesn't mean one's number is Permanently Withhold,
although many ex-directory customers choose to have that service as well.
