No, but then the contactless isn't available anywhere but in London. Btw, the third off discount is not applied when just using contactless when it is not attached to the disabled railcard, as I understand it. I'm surprised the desk at the underground station can't do this for your friend.

while I get the contactless card payment can you attach it to your railcard to go places other than those in London?

It would be instructicve to find out under what section of the DPA the bank and /or London transport are relying to avoid assitng your friend.

While I apreciate safeguards are necessary, surely ths is a case in which the DPA is either being misunderstood or the act does not make such provision( in which case a legal challenge could be raised on the grounds that the DPA may be causing unintended conequences).

having said that I do hope a solution emerges that will be of practical help to your friend.
