All of XCOR's LH2 handling technology and operations skills were either homegrown or bought from third party vendors (notably the LH2 tankage was built by Prentex, using a technique that I invented to reduce heat leaks by a factor of three).

ULA compensated *us*, until Congress sat on its hands and ULA ran out of couch cushion money.
