Could use reflective coatings but then that defeats the purpose of the high
absorption coatings to make the astronomers happy.
Maybe only DOD spacecraft, Starlink,etc. maybe low priority targets.

I suppose it cannot be completely ruled out, but the upper atmosphere is
so variable and so hard to predict precisely that such a hypothesis seems
unnecessary.
