Some data points:
You can see some of the brighter stars from the ground during daytime
with a telescope if the air is clear. A blue filter helps.
My dad, a WW2 bombadier/navigator, told me he could usually do daytime
astronavigation by bright stars or planets at 23,000 ft, but they were
supposed to use the Sun or Moon instead.
