You saying if Elon can't find somebody to build swarms of satellites at a price he thinks they should cost he won't just start a swarm satellite company?

Maybe he will. But who's going to buy the next JWST from him? Remember, you were talking about science satellites, not comsats. This isn't a matter of the actual hardware builders being ossified -- the problem is with their customers, who have very specific ideas about what they want. Elon isn't the customer for JWST.
