i think that - for some strange reason - Makis is correct on this one...
6.2.7.1: If a major power begins its naval sequence with a stack occupying a
blockade box and it is not at war with the major power controlling the port,
not at war with any fleet(s) occupying that port and/or not at war with any
corps in the port area that can be transported, then the stack must leave that
blockade box during its sequence of the Naval Phase.
I am waiting for Tiron to decide if there will be a minor change in the
Austrian fleet movement, but, naturally, you may start working on your turn.

the BB is not the same location with harbor, I think this has been discussed
before by Spain? You cannot automatically transfer a fleet from BB into the
harbour and therefore you always need another Naval phase to load troops that
took over an enemy harbour during the land phase. There is no mention in the
rules of automatic naval movement after land or combat.
Will you change something in your naval?
