bring it up sooner or later.
I found nothing of the sort in the rules (ie order of reinforcement)
What I would propose we go with is :
*If both sides succeed to reinforce at the end of round 1, what happens
next? *
They should both retreat to from where they came from, because they find
themselves in combat with forces not at war with them. It's not in the
rules, but that's the most reasonable interpretation I can come with.
*Also, if Prussia succeeds to reinforce at the end of round 1 and Spain
fails to reinforce does this prevent Spain from reinforcing the battle
after the end of round 2? *
I think that's easier, yes, whoever comes first, prevents the other side
from reinforcing at a later round.

the BB is not the same location with harbor, I think this has been
discussed before by Spain? You cannot automatically transfer a fleet from
BB into the harbour and therefore you always need another Naval phase to
load troops that took over an enemy harbour during the land phase. There is
no mention in the rules of automatic naval movement after land or combat.
Will you change something in your naval?
