i believe this is something we all need to agree before moving to our turn, so
please let's all share our opinion and reach a group decision.
I will just post some parts of the rules here:
7.3.8.7 STEP SEVEN: This will now leave just two forces in every area where an
attack has been declared, the attacking force (the original attacker and his
allies) and the defending force (as found in Step 3). Garrison army factors
(including those on depots) of a major power that is not involved in the combat
may remain in the area but are ignored for combat purposes.
7.5.2.11.1.3: Allied forces may take part in a combat round only if at war with
all the major powers on one side, by reinforcing the other side (unless also at
war with a major power on that side) even if they would not otherwise move in
this major power's sequence of the Land Movement Step.
I believe that this a grey area since there is no sequence in reinforcing
attempts. It is clear to me that if in our case Spain manages to reinforce
while Prussia fails to do so, then Prussia may not reinforce in the next round
but is unclear what happens if they both manage to reinforce on the same round.
In this case my view is to decide by competitive roll on which side manages to
arrive first in the battlefield (thus "blocking the reinforcement of the other
side).

What I would propose we go with is :

They should both retreat to from where they came from, because they find
themselves in combat with forces not at war with them. It's not in the rules,
but that's the most reasonable interpretation I can come with.
Also, if Prussia succeeds to reinforce at the end of round 1 and Spain fails to
reinforce does this prevent Spain from reinforcing the battle after the end of
round 2?
I think that's easier, yes, whoever comes first, prevents the other side from
reinforcing at a later round.

the BB is not the same location with harbor, I think this has been discussed
before by Spain? You cannot automatically transfer a fleet from BB into the
harbour and therefore you always need another Naval phase to load troops that
took over an enemy harbour during the land phase. There is no mention in the
rules of automatic naval movement after land or combat.
Will you change something in your naval?
