The answer here would depend on her level of Hebrew. If it's good enough to study in a college here then it's probably faster and more efficient to do it here. It will take 2 years (you can get a master's at the same time). If her Hebrew is too weak for that I think she's better off getting an American credential and then transferring it. Transferring it takes a year of additional study but you can work with your American credential while you're doing it. One course is in English one day a week and can be taken right after aliyah. The other is in Hebrew at the level of Ulpan bet one evening a week. The courses are subsidized by Misrad Hachinuch and are usually given in Jerusalem, Tel Aviv, and Haifa.
