The only thing you can do is set aside time for them to read in class. Of
course, that's very difficult to do when there are so many things that need
to get done.
I make the kids show me their books before they start reading them and then
they bring them to class on the day of the book report, which makes it more
likely that they've actually read the book in English (because they have a
copy).
To be honest, though, I am not in favor of forcing kids to read -- that's
certainly not going to make them love reading. Kids who don't want to read
will always find a way to get out of doing it and I don't believe there's a
fool proof way to stop them.
