I don't believe the HOTS issue is part of the agreement that Ran Erez is referring to when he says it's not signed yet. In fact, I believe it is now a non-issue. Both the Irgun and the Ministry published guidelines for the literature program in October and as far as I know, the Irgun has given "permission" to its members to teach the program in its adapted form.
