Okay - so I'm asking: what is behind the reason for not publishing the
answer keys?

No one is asking you to "make it up as you go". Rather than getting
angry ,
you could ask what is BEHIND the reason for not publishing the answer
keys.
But sometimes it's more fun to get angry.
